Error 3051 or error 3045 - Microsoft Jet database engine could not open file

Error 3051 or error 3045 Microsoft Jet database engine could not open file <name>. It is already opened exclusively by another user or need permission.


This is a Network rights issue. Users must have Full Control inside the Design Manager Directory and to the pictdata subdirectory.  Full control must be set at the Sharing/User Level and the NTFS level.  Windows 2003 defaults to read only when creating a new share and this behavior differs from Windows 2000 so the security will have to be modified for Windows 2003 Server. 

An experienced technician should check all of the network security settings to make sure all users have the proper rights to the Design Manager software.
