This error can occur when not all of the Windows Updates are installed for either Windows or MS Office (if Office is installed). To fix run Windows Update and install all critical updates. Keep re-running Windows Update until all updates are installed. Also, run Office Update and install all updates.
This may also be due to a corrupted version of MS Access or MDAC (Microsoft Data Access Components). See more information here.
